KMSH is the institution that represents the community of Muslim believers in Albania. The institution was established to protect the rights of its community, for the organization of its religious life, the education and growth of believers and the formation of religious leaders. In order to realize these sublime objectives, it has historically enjoyed the legitimacy and universal support of believers. All the financial means owned by the community of Muslim believers have been transferred to the ownership of this institution, starting from waqfs, which are immovable properties accumulated since c. XV to our days. The agreement of the State with the institutions of religious communities in 2009 marks an important moment for their internal organization.
Such is the case with the KMSH, in the Spain Phone Number List preamble of which we read: "The Muslim Community of Albania is an organization of Muslim believers who display, express and/or practice the religious beliefs, principles and practices defined in the sources of Islamic legislation, the "Hanefi" religious legal school and the statute of the Muslim Community of Albania". The agreement constitutes an epochal division in terms of the conception of the religious institution as such and its relations with the secular State, the constitution, laws and principles of democracy in general, since from this moment religious communities will no longer be considered simply as NGOs.
As such, the agreement is analogous in contemporary history in spirit and conception to the Concordat (I patti lateranensi) signed between the fascist regime and the Vatican in 1929. From this moment, the KMSH institution, as well as other religious communities in Albania, in terms of their internal organization, are based on the relevant religious principles and legislation, beyond the laws in force that regulate the various organizational and secular institutional forms. Naturally, the question arises here, who is the guarantor for the observance of religious norms and legislation? To which legal body can believers appeal in case of violation of this legislation? In the case of KMSH, we cannot talk about violations here and there of any clear or controversial norm.
